Summary

Andrew George (St Ives) (LD) asked the Chancellor of the Duchy of Lancaster about his departmental responsibilities, particularly in investigating waste and the impact of £242 million of taxpayers' money spent on COVID-19 aid for holiday home owners in Cornwall, while only a fraction of that amount was given to support those desperately in need of affordable homes. The Chancellor acknowledged the importance of ensuring value for money in government schemes and stated that where there has been fraud or waste, the government will do its best to recover the wrongly spent funds. Rachel Hopkins (Luton South and South Bedfordshire) (Lab) asked the Minister for the Cabinet Office if she agrees that it is essential to put social value at the heart of the government's growth agenda, given the vital role small businesses play in providing social value. The Parliamentary Secretary, Cabinet Office (Georgia Gould) responded that growth is a central mission of the government and they want to use all available levers, including procurement, to support good growth, jobs, and local communities. Sir Oliver Dowden (Hertsmere) (Con) welcomed the Chancellor of the Duchy of Lancaster and praised the civil service. He asked the Minister to recommit to the objectives of the UK biological security strategy and provide an annual update to the House on its implementation. The Chancellor affirmed that he would uphold the commitment. David Taylor (Hemel Hempstead) (Lab) asked the Minister to update the House on the changes the government is planning to make, particularly on healthcare, which was a key issue for his constituents. The Chancellor responded that healthcare is a top priority for the Secretary of State and the government wants to make the NHS fit for the future. Christine Jardine (Edinburgh West) (LD) suggested that the government should set up a UK council of Ministers to involve ministers from all the devolved administrations and regional mayors, in order to improve the relationship between the UK and Scottish governments. The Chancellor acknowledged the need to improve relations, stating that it is easier said than done, but expressed hope that the election result represents an opportunity for a reset. Joe Powell (Kensington and Bayswater) (Lab) asked the Minister what preparations have been made ahead of the publication of phase 2 of the Grenfell inquiry report and if the government will commit to engaging with the bereaved, survivors, and the affected community before responding to the recommendations. The Parliamentary Secretary, Cabinet Office (Ms Abena Oppong-Asare) assured that the government will work closely with the Ministry of Housing, Communities and Local Government to ensure the Grenfell community is part of the process and that lessons are learned to prevent such a tragedy from happening again.
